BUCKS COUNTY CONSERVATION DISTRICT PERMITTING INFORMATION Pennsylvania law requires a written Erosion & Sedimentation Control Plan (E&S Plan) be prepared and maintained on site for projects involving 5,000 square feet, but less than 1 acre, of earth disturbance. Although an E&S plan review for adequacy by the County Conservation District is not required under the Chapter 102 regulations, E&S review may be required by municipal ordinances, County requirements, or other Department of Environmental Protection/Army Corps of Engineers permit (i.e. Chapter 105, Joint Permit, or GPs). Many municipalities in Bucks County have ordinances that require BCCD review and approval of E&S plans before starting work and in some municipalities for projects involving less than 5,000 square feet of earth disturbance. BCCD recommends consulting with your municipality. https://bucksccd.org/permitting-document/projects-under-one-acre/ If found working without permits, permit fees will double, and possible courts fines may be assessed.
THE 6 STEPS OF THE PERMITTING PROCESS Step 1- Submit Permit Application- Once submitted our staff will ensure all necessary paperwork and fees are included Step 2- Review Process- Township professionals will review in accordance to state and local construction codes and zoning regulations. Step 3- Results of Review- Township Professionals have reviewed your permits and will either approve or deny the application. If approved a permit will be issued. If denied you will have the chance to correct the issue or apply to the necessary appeals board. Step 4- Permit Issued- This means you can start construction once the approved permit is paid for and issued. The permit must be placed in a window or in a visible location to the public. ALWAYS keep a copy of the approved construction plans on site. If any changes are made during construction, it must be approved by the Township Professionals. Step 5- The Inspection Process- APPLICANTS MUST CALL TO SCHEDULE INSPECTIONS 48 HOURS PRIOR - Inspections are done in two phases, a rough and a final. The rough inspection is done when the walls are open, and work is visible to the Township Inspectors. This goes for all trades. If the rough inspection fails additional inspections may be needed. The final inspection is done after the rough inspection is passed and all work is complete. If the Township Inspector finds work to be done that was not approved, it will result in immediate compliance. If compliance is not found a stop work order will be issued and no work can continue until compliance is found. Step 6- Certificate of Approval- When all work is determined to be in compliance a Certificate of Approval will be issued. This acknowledges the completion of the project.
